EAST Methodology for Railway Data: Railway Emergency Possession Scenario

Abstract

In this work package, processes of command, control, communication and use of computing (C4) are explored in the emergency services. Specifically, access has been granted to allow study of Police and Fire operations. In broad terms, the aims of the work are to apply the methods developed under Work Package 1, to collect data pertaining to these services and to explore that ways in which different command structures operate. In terms of the DTC-HFI, the work examines how command and control are performed in the emergency services and to consider whether it is possible to provide guidance on good practice for analogous military operations. Finally, the work allows us to consider the question of whether one can sensibly categorise command and control operations into distinct, identifiable ‘types’, and whether such classification can assist in understanding, explaining and ultimately predicting performance.
