HFI - Managing Organisational Change

Abstract

This report is the deliverable for workpackage 3.2.4, Review Changes to Business Process Engineering. An approach has been taken that focuses the review specifically on one aspect of Business Process Engineering (BPE), the management of organisational change, that is judged to be both one of the most relevant to the Human Factors Integration (HFI) process. This review emphasises the contribution that could be made to the existing HFI process (and hence to defence procurements) through the inclusion of extensive change-management experience that resides in the commercial business community. The review draws on lessons from case studies of organisational change. It is suggested that in addition to improvements in terms of effective organisational change in defence acquisitions, such approaches may also address concerns that faster acquisition of new technologies may have wider ranging effects on force structure.
