One major step forward in “spreading the HFI word” was taken in November of 2003, with the launch of a Process Improvement Cell (PIC) located within the Procurement Development Group at Abbey Wood. The remit of the PIC is to support the transfer of technology and knowledge from the HFI DTC to the MoD by eliciting relevant information (in this case from the IPTs at Abbey Wood) and developing appropriate and practical forms of guidance – reports, short briefings, training, software tools and so on.

The aim of the PIC is to provide HFI consultancy and guidance throughout the HFI process, develop appropriate and practical forms of guidance,training and tools etc. The PIC also channels relevant HFI information from the HFI DTC and other sources to Integrated Project Teams (IPTs).

The PIC supports IPTs in all aspects of HFI, including the development of appropriate and practical forms of training and software tools etc. By working closely with IPTs the PIC is able to provide HFI guidance throughout the procurement process. The PIC performs several other roles that make best use of its physical location and proximity to IPTs at Abbey Wood.

These include the following:

  • Provision of practical support and guidance for IPTs conducting HFI
  • Raising awareness of HFI guidance and processes
  • Generation of Key HFI Integration Parameters to support the System Readiness Levels to be used in system assurance activitiesclick to download Cost Justifying HFI Booklet
  • Provision of research information resulting from DTC activities to interested parties
  • Provision of a feedback route for requests for research from the IPTs to the DTC
  • Development of HFI Competences for integration with the MoD's Acquisition Competence Framework
  • Provision of HFI training, tailored to the needs of individual IPTs
  • Collaboration with the MoD HFI Cell under development at Abbey Wood
  • Conducting workshops on specialist topics (e.g. HFI requirements and acceptance processes)
  • Conduct initial updates to the content of HFI-related AMS web pages
