A number of key stakeholders were identified and interviewed regarding their current cultural awareness training procedures and in what circumstances they might use a cultural awareness decision support tool (initially presented as a screen-shots prototype). This work helped to focus the stakeholders on particular cultural issues they had encountered and also on the requirements for such a cultural awareness decision support tool. A number of post-operation reports were also analysed and questionnaires distributed to personnel currently on operation. The combined ‘cultural knowledge’ was framed in a TNO Cultural Framework, and developed into ‘scenarios’ around which cultural information was grouped in order to emulate real-world scenarios. These included recommended actions, explanations for those actions, associated pictures, useful phrases and associated sound playback facility and lessons learned in the form of ‘war stories’. A working prototype cultural awareness decision support tool was then developed for a Personal Digital Assistant (PDA) implementation.
